Standing Rules of the Senate are the parliamentary procedures that the United States Senate has adopted to govern its operation. Article One, Section 5 of the United States Constitution grants the Senate the authority to establish rules: "Each House may determine the rules of its proceedings..." There are currently 45 rules, with the most recent revision being implemented on January 24, 2013. The most recent new rule was added in 2006 when The Legislative Transparency and Accountability Act of 2006 included the 44th rule on earmarks. The stricter rules are frequently waived by unanimous agreement.
