清高宗乾隆皇帝，名弘历，爱新觉罗氏。康熙五十年（辛卯，1711年）农历八月十三日生。清世宗雍正皇帝第四子，母孝圣宪皇后钮祜禄氏。弘历自小受祖父康熙皇帝的钟爱，养之宫中。雍正元年（1723年），世宗即密建其为皇储，雍正十一年（1733年）封为和硕宝亲王，雍正十三年（1735年）即位，年号乾隆。
乾隆帝与前代一样，重视农业发展，他鼓励开荒，扩大种植面积，而且通过人口迁移，开发了边疆地区。乾隆帝重视发展商业并给予宽松政策，他采取了一些恤商政策，金融机构（经营汇兑和存款、信贷的票号）在乾隆朝也开始出现。此时高产经济作物大量流入，人口数量暴涨。“康乾盛世”步入顶峰。
