赵匡胤在位期间，依据宰相赵普“先南后北、先易后难”的策略，先后灭亡荆南、武平、后蜀、南汉及南唐南方割据政权，完成了全国大部的统一。针对自唐朝中叶以来地方节度使拥兵自擅的问题，通过两次“杯酒释兵权”，罢去禁军将领及地方藩镇的兵权，调整文武关系 ，又在进行统一战争的同时，改革官制，加强了中央集权。但自其开始的逐渐成型的重文轻武、偏重防内政策，对宋朝积贫积弱局面的形成有所影响。
