In het voorjaar van 1927 reist Joseph Roth naar Albanië om verslag te doen van de crisis die zich daar afspeelt: het land dreigt te worden geannexeerd door zowel Italië als Zuid-Slavië (toenmalig Joegoslavië). Roth beschrijft de brandhaard, maar ook de corruptie, de armoede én de verleidelijke vrouwen. Oude steden ogen vredelievend, maar de mannen lopen er rond met pistolen en bloedwraak zorgt er voor gangster-achtige taferelen. De Frankfurter Zeitung vindt zijn stukken te kritisch en publiceert ze gecensureerd, maar de krant stuurt hem desondanks in 1928 naar Italië, waar hij in Genua, Triëst, Milaan, Rome en Napels het fascisme ziet opdoemen. Zijn kritiek op de dictatuur van Mussolini wordt grotendeels door de redactie geschrapt.
