#1 In Pittsburgh, Pennsylvania, Judge Stacy Moreno presides over a case involving a row house that was bought by Roy Kirk. The house is in a terrible state of repair, and the neighbors are complaining. The city has levied fines against Kirk, but his lawyer says he is making a good-faith effort to restore the property.

#2 A woman in the second row of the gallery catches the judge’s attention. She says she lives in the neighborhood, and that she had made arrangements to meet up with other neighbors outside the courthouse. She was worried about Ann Hoover, and thought something might have happened to her.

#3 Ann Hoover, a single woman in her midthirties, bought a house in a neighborhood full of single family homes. She renovated the house, and she loves the neighborhood, but she doesn’t like the house next door.
