يتناول فضيلة الشيخ محمود شلتوت في هذا البحث " الإسلام والعلاقات الدولية.. في السلم والحرب"طبيعة الدعوة الإسلامية -القرآن ومشروعية القتال- القرآن وتنظيم القتال وأحكامه المبدئية والنهائية. وقد أوضح فضيلته في المقدمة بيان الطريقة المثلى في نظره لتفسير القرآن الكريم، وألمح إلى السبب الذي حمله على اختيار هذا الموضوع من بين موضوعات القرآن. وقد ذيل فصول بحثه بخاتمة بين فيها أن القتال العملي الذي قام به الرسول صلى الله عليه وسلم في غزواته، وقام به خليفتاه من بعده في حروبهما كان تطبيقا صحيحا لما قرره القرآن في تشريع القتال وتنظيمه وأحكامه لم يحد عنه قيد أنملة.
