في الماضي حينما كانت تتحرج الأمور، وتصل العلاقات بين الحرب والمدنية إلى نقطة الخطر، كانت تبذل أحيانا جهود جادة في الوقت المناسب لتفادي الحرب لإنقاذ المجتمع من ويلاتها. وقد كانت هذه الجهود تسلك إحدى سبيلين لا ثالث لهما|فيعمل الأفراد بشكل غير مباشر للامتناع عن الإسهام بأية طريقة في أية حرب تشنها الدول تحت أية ظروف، وهو نوع من استنكار شريعة الحرب.. أما خطة تحقيق السلام الثانية|فتتلخص في بذل الجهود لحث الحكومات وتعويدها على الاشتراك معا في مقاومة العدوان حين وقوعه، وفي محاولة إزالة بواعثه مقدما فقد تبدو ملتوية، وليست بالطريقة التي تتجلى فيها البطولة لعلاج هذه المشكلة.
