As the first group gathers individuals from dismembered sectors there is a potential threat to Green camp when Jeff goes back onto the consumer grids in an attempt to save Megan Gerhardt. Plan B and Solartech are now the acting and regulative oligarchy that monitors and oversees all activities on planet Earth. their offices of oversight are hidden from all above the stratosphere in space hubs. Wealthy corporations and large business firms help provide the necessary funding for this entity's extraterrestrial missions. Some of the investors have returned home from the missions and are bombarded by chaotic factions of unruly civilians.
