When a string of brutal murders in Portland, Oregon shatters the peace in the Rose City, the local police dump the case on FBI Special Agent Julie Oh. But just as quickly as Julie gets the case, the FBI calls in Leon Jackson, an expert in serial murders. Now the murderer starts to ramp up the killing before being caught. But some in Portland might not want the killer to stop, since only sexual predators who have avoided prosecution are being murdered.
